According to Section 60 of NYS Town Law, the Town Board, as the executive body of the town, acts as a unit and must function as a collective body. Each member has one vote. The Town Board may, by resolution, delegate to the Supervisor the authority to supervise the daily business of the Town government, but may not abdicate to the Supervisor the board's basic statutory responsibilities. Those responsibilities include authorizing the expenditure of public funds, appointments to various boards and commissions, in accordance with the Municipal Home Rule Law.
Town Councilpersons have by state statute a term of office of four years. The term of office of Town Supervisor, however, is two years. Election of members of the Town Board is normally staggered, so that the whole Town Board will not be due for election in the same year.

Town Board Meetings are held on the 1st and 3rd Thursday of the month at 7:30pm. They are held at Woodbury Town Hall, 615 Route 32, in Highland Mills. Worksession meetings are held @ 7pm before the Town Board Meetings.
The Open Meetings Law gives the public the right to attend Town Board meetings and to listen to Town Board deliberations. However, the public may not participate in the meeting except upon the invitation of the board. Time is usually allocated at the end of each regularly scheduled Thursday night meeting for public participation.
No. The Supervisor is the only full time Town Board member. He is available in his office at Town Hall, Monday thru Friday, 8:00AM to 4:00PM. All councilpersons perform their official duties during their off-hours from their full-time employment.
